The following are considered "eligible professionals" who can participate in the Medicaid EHR Incentive Program and receive payment for meeting Medicaid Meaningful Use criteria:
- Physicians (doctors of medicine and doctors of osteopathy)
- Nurse practitioners
- Certified nurse-midwives
- Dentists
- Physician assistants who furnish services in a Federally Qualified Health Center (FQHC) or Rural Health Clinic (RHC) that is led by a physician assistant
- Optometrists in some states (the state Medicaid plan must cover adult optometrist services as physician services)
Eligible professionals must also meet one of the following criteria:
- Have a minimum 30% Medicaid patient volume*
- Have a minimum 20% Medicaid patient volume and be a pediatrician*
- Practice predominantly in an FQHC or RHC, and have a minimum 30% patient volume attributable to needy individuals
*Does not include Children's Health Insurance Program (CHIP) patients.
Note: Eligible professionals who are hospital-based cannot participate in the Medicaid Meaningful Use program. A provider is considered hospital-based if he or she provides 90% or more of their covered professional services in a hospital inpatient or emergency department setting.
