Medicaid Meaningful Use criteria

The following are considered "eligible professionals" who can participate in the Medicaid EHR Incentive Program and receive payment for meeting Medicaid Meaningful Use criteria:
  • Physicians (doctors of medicine and doctors of osteopathy)
  • Nurse practitioners
  • Certified nurse-midwives
  • Dentists
  • Physician assistants who furnish services in a Federally Qualified Health Center (FQHC) or Rural Health Clinic (RHC) that is led by a physician assistant
  • Optometrists in some states (the state Medicaid plan must cover adult optometrist services as physician services)
Eligible professionals must also meet one of the following criteria:
  • Have a minimum 30% Medicaid patient volume*
  • Have a minimum 20% Medicaid patient volume and be a pediatrician*
  • Practice predominantly in an FQHC or RHC, and have a minimum 30% patient volume attributable to needy individuals

*Does not include Children's Health Insurance Program (CHIP) patients.

Note: Eligible professionals who are hospital-based cannot participate in the Medicaid Meaningful Use program. A provider is considered hospital-based if he or she provides 90% or more of their covered professional services in a hospital inpatient or emergency department setting.

 

Eligibility requirements for hospitals

The following hospitals are eligible to participate and receive incentive payments for meeting Medicaid Meaningful Use criteria:

  • Acute care hospitals (including critical access hospitals (CAHs) and cancer hospitals) with at least 10% Medicaid patient volume
  • Children's hospitals (no Medicaid patient volume requirements)
